Minutes of August 8, 2005 board meeting

A. Opening
1. Call to order
The meeting was called to order by President Cole at 5:10 PM.
2. Attendance
Board members present: Blazek, Cole, Manos, Middlemiss, Wetzel
Board members absent: Ash, Greene, Longo, Schneider
Visitors: Roy Mayhugh
3. Approval of minutes
The minutes of the July meeting as posted to the Web site were approved.
4. Treasurer's report
Treasurer Blazek presented a report for the preceding month. There were no major financial expendatures. There is currently over $46,000 in the bank.
5. Correspondence
Treasurer Blazek reported receiving two donations and some communication from the Kern and San Bernardino County tax assessors seeking payment of taxes due. FCC spectrum fee notices for all TV and FM channels were also received, but since we're translators, we just need to notify the FCC that we're still exempt.

The KCET microwave link went down recently, and a trip to Soledad Mt. in Mojave ensued. The shack housing the microwave transmitter must have been about 150 degrees inside because the air conditioning had failed. An hour of checking out the transmitter yielded no faults and so a drive back to Laurel Mt. showed that the transmitter was operating again. It was most likely a heat-related problem at Soledad.

After receiving rebroadcast permission from KNPR, we began translating it on 94.3 MHz and moved KKJZ (KUOR) back to the repaired translator on 88.1 MHz.

All channels are back on the air on "B" Mt., but channel 7 and channel 11 are operating at 1-watt due to blown transistors that need to be replaced.

KTWV has granted us rebroadcast permission, so we are waiting for the arrival of a new crystal to put it on the air on 96.7 MHz.

d. Telephone recorder messages
Vice-president Middlemiss reported that an angry anonymous call was received with regard to the audio on channel 45 being out.
D. New business
1. Motion to purchase a FCC type-certified, agile hetrodyne 8VSB processor from Medex LLC for use as a low-power spare digital translator, not to exceed $2000, by President Middlemiss. Seconded by member Manos. Motion carried: 5 ayes, 4 absent.
E. Discussion items
1. There was a lengthy discussion about when the FCC will be ready to accept digital flash-cut applications so that we can immediately begin translating HDTV upon FCC approval.
2. There was a short discussion about the TV Booster selling set-top boxes if community retailers won't step up to the plate. Wal-Mart had been selling US Digital HDTV receivers for $200, but has since discontinued their sales and discounted them to $100. We can get the US Digital HDTV receivers for $125 and would sell them at cost if there is sufficient interest.
3. There was a discussion about the costs associated with sending this year's Boostergram to all addresses in the zip code.
