Minutes of March 14, 2005 board meeting

A. Opening
1. Call to order
The meeting was called to order by President Cole at 5:02 PM.
2. Attendance
Board members present: Blazek, Cole, Greene, Longo, Manos, Middlemiss, Schneider
Board members absent: Ash
Visitor(s): Roy Mayhugh
3. Approval of minutes
The minutes of the February meeting as posted to the Web site were approved.
4. Treasurer's report
Treasurer Blazek presented a report for the preceding month.   No major financial actions occurred during the month.   There is currently about $27,000 in the bank.

Member Schneider reported that an example audit has been made available to her to use as a model for an audit.

No progress was reported on pricing of the Laurel Mt. inventory items.
5. Correspondence
Treasurer Blazek reported having received "invitations" for TVB to have booths at the High Desert Fair, May 12-15, and the Desert Empire Fair, September 8-10.   The consensus expressed by the members was in opposition to having a booth at either event.

Secretary Greene reported having received and responding to four or five emails during the month.   All but one were queries about the changes to the FM radio service.   The one comment about TV service expressed disinterest in DTV; it was explained that in about two years, DTV will not be an option.

Vice-president Middlemiss reported having received about 10 messages on the TVB answering service and all were about the FM radio changes.   He was to provide information regarding these calls to the Secretary so that the Secretary could respond to the calls; the Secretary never received such information.

b. Operations
The KUOR translator was found to have a failed output capability.   The translator was removed from service and will be sent for repairs.

A new site has been found for the KUOR reception antenna that will improve reception when the translator is repaired and ready for service again.

KMZT was moved to 107.1 MHz from its previous 96.7 MHz so as to take advantage of the 22 W. translator (compared to 9 W. for all the other translators).   KCRW was moved to 100.1 MHz from 107.1 due to the KMZT move.   This activity was precipitated by getting KMZT back on the air using a new receiving antenna site which substantially reduces the KLOA interference.   There is a plan to install a phased antenna array which is expected to further reduce the interference to a level at which it will be insignificant.

The outlook for continued translation of KVCR is not good.   There is a new local station, KWTD, planning to begin operations from El Paso Peak on 91.9 MHz within the next couple of months.   This will preclude receiving KVCR on that frequency.   And there are three applications pending for local stations operating on 88.7, the transmit frequency of the KVCR translator.

A blown fuse was replaced in the channel 64/49 pre-amp to restore service.

An AGC problem was found with the channel 5/61 Laurel Mountain translator.   An attenuator was placed on the output which ameliorated the problem.   This translator is slated to be taken out of service in the very near future, so no more corrective action will be taken for the problem.  

It was noted that "Jennifer's Rent-a-Hubby" will do antenna installations.
c. Publicity
News releases were made twice during the month.   The first in late February was about the power outage on B Mountain and received front page coverage in the Daily Independent.   This release also noted the return of KMZT to service.   The second was about the changes to the FM station assignments and was printed in the March 10 issue of the Daily Independent.  

Secretary Greene attended the February 24 meeting of the City Council's Quality of Life committee meeting to gain some publicity for the coming DTV transition.   Nothing came of this as far as has been determined.
C. Old business
1. DTV transition
After two weeks of numerous telephone calls and emailing, the translators are almost certainly known to be in Seattle as of about March 10.   The shipment is awaiting transport to the dealer in Portland, Oregon.   Delivery is expected Real Soon Now.
2. License sale
The 30-day period during which objections to the license transfer grant can be raised will expire March 17.   If no objections have been raised, the sale can be finalized within a few days after that.
D. New business
1. NTA conference
It was moved by Treasurer Blazek and seconded by Vice-president Middlemiss that an amount not to exceed $1100 be authorized to pay for members' fees to attend the National Translator Association conference in Denver, May 13-15.   The motion was approved by voice vote 5-0-1, Schneider not present.
2. FM translator repairs
It was moved by Member Manos and seconded by Vice-president Middlemiss that an amount not to exceed $1500 be authorized to pay for repairs and enhancements for two FM translators.   The motion was unanomously approved by voice vote.
